  But, as a search of the city website will show, the city has both a complete sanitary, AND a complete storm water collection system.
  The $42 million project the city proposes is to put overflows into a 5 million gallon storage tank, to be run through the city&#039;s WWTP as system capacity allows. The project they propose is the biggest and most expensive in the city&#039;s history, and does nothing to address the source of the &quot;leaks&quot;. We believe the real cause is &quot;Infiltration and Inflow&quot;, common to cities throughout the world. Even the NPDES permit the city operates under requires they identify and fix sources of I&amp;I. 

 The appeal is of a permit issued by the Planning Commission, during which the Commissioners themselves stated they did not understand what they were voting on! How can this be good public representation? 

  So, yes, we want them to do what most cities do, and what their permit requires them to do: Identify the sources, and fix them, ASAP. Put storm water in the storm water system that is already built!</description>
